Android SDK windows7 error Failed to fetch

Salve! Non riesco a far partire l'android SDK! Mi da sempre questo errore:Failed to fetch url .All'interno del mini android sdk c'è questo file di testo! Qualcuno può spiegarmi in parole "molto" povere questa guida per mini android sdk? -very simple batch scripts for fast upgrades, tested under Vista & 7

rename adb.ba_ as adb.bat, edit it and change IP address matching
the one of your device (useful for adbWireless), then move adb.bat
under c:\windows, this will be a fast shortcut for recall
adb mini-sdk environment from Start=>Run (or Win+R)
note: change also IP address in _con batch script

copy hboot.img or radio.img or recovery.img under current folder and
run its script to change/flash a new hboot table

for extra such as hosts file or personal init.d script copy files
under extra folder

for splash screen just provide splash1.bmp under current folder as
regular 24bit bmp -

Ragazzi possibile che nessuno mi dia una mano con questo android sdk? Magari qualcuno che mi dica come installarlo da zero? Help!!!
